Since 2016, well before considering a career in the public sector or working for the Portuguese Government or a European Institution, I have started an advisory project for public organizations, startups and academic institutions. My aim was to specialize in areas such as Organizational Strategy, Economic Development, Digital Innovation, and, subsequently, Public Policies and Digital Governance.
In 2021, after passing a public recruitment process (Recrutamento Centralizado 2019), I became a public servant, which led to the transition of this project, then called “Global Interface”: I’ve been transforming it into a Multifunctional Platform to serve as a Catalyst for Change, adapted to my professional contingencies.
Within the remit of my professional and academic interests—Govtech, Innovation, Digital Policy, and Digital Governance—I’m now engaging with people eager to learn and share knowledge and collaborate with organizations that aspire to innovate their missions. I aim to inspire and mobilize them to foster a sustainable and inclusive digital transformation in a context of rapid change.
Now, in my professional and academic roles and endeavours, I’m regularly challenged to provide advice, design and execute Strategies and Plans, which involve the development of business models; monitor and analyse data for evidence-based decisions, produce technical content (reports, briefings, impact assessments, speeches, etc..); and also coordinate multidisciplinary projects, especially in the area of technological innovation, which involves managing relationships with stakeholders and corporate communication.

Description: The GovTech Justice Strategy is an initiative by the Ministry of Justice of Portugal to promote a culture of innovation and nurture a collaborative ecosystem for transforming and modernising the Justice sector by bringing startups, academia and civil society organisations closer to public organisations to develop solutions to the most pressing issues in the Justice sector. The initiative is focused on four priorities:
(1) Promote the upskilling and reskilling of Justice leaders and professionals.
(2) Empower the govtech community to co-innovate with the Public Sector by challenging stakeholders to identify and tackle the most pressing issues through Open Challenges, Hackathons and similar community-building initiatives.
(3) Create a collaborative network to disseminate the programme, share best practices and co-develop agile and innovative frameworks for better digital governance and faster project implementation.

Description: Since 2022, the Ministry of Justice has been developing the LAB Justiça – Innovation and Culture Program, an executive education program that aims to strengthen the skills of leaders and professionals. The programme seeks to enhance the skills of Justice leaders and officials in strategic management, digital transformation, and leadership in a changing context.
Coordinated by IGFEJ, the program was created from scratch and tailored to the accurate and current challenges of Justice bodies and entities by Economics & Management of the University of Lisbon (ISEG) and Nova School of Business & Economics (Nova SBE), a partnership which Porto Business School joined afterwards. In its first two editions, LAB Justiça involves the participation of circa 20 entities and 250 professionals motivated to contribute to the transformation and modernisation of Justice in Portugal.

Description: Developed the Project “Justice HUB 2.0. – Competence Center for Innovation and Digital Transformation of the Justice Sector“, as a push to transform the existing physical space into an incubator and accelerator for innovation, promoting the spread of digital transformation in Justice. The project involves structuring innovation and change management processes according to modern standards and creating a virtual platform to connect a community of practitioners in public sector innovation.
To this end, the Justice HUB 2.0 project includes (1) the development of a Justice innovation and digital transformation strategy to foster a new culture and governance model for developing collaborative innovation projects; (2) empowering people’s creativity and ingenuity by promoting capacity-building initiatives; (3) an Incubator and Accelerator for co-creation initiatives, develop agile methodologies, POCs, pilot projects and other experimentation efforts; and (4) establish partnerships to strengthen relations with the innovation ecosystem, engaging with entrepreneurs, business leaders, technologists, academics and civil society leaders to foster a culture of open innovation and transparency.

Description: To help citizens and businesses find the most appropriate Justice services for each situation when searching on the Justice Digital Platform (Justica.gov.pt), the Directorate-General for Justice Policy, in partnership with a Portuguese startup, developed an AI-driven Virtual Assistant based on a natural language model with machine learning (OpenAI’s GPT 3.5), which informs citizens and businesses about the tools and services that Justice provides to respond to their needs. Without replacing representatives’ competencies, the GPJ aims to clarify and follow up in a reliable, transparent, simple, and intuitive way. Its objective is to provide the necessary information to answer the user’s questions in a natural conversation environment. This cutting-edge solution, one of the first of its kind worldwide, is available anytime and anywhere, on a computer or in app format, saving time and costs and improving access to Justice information and services.

Description: All judicial decisions need to be anonymised before being made public, a process that has been done manually, requiring a lot of the working time of court staff, including judges, making it significantly time-consuming and costly. To tackle this challenge, IGFEJ, in collaboration with a Technology Center, is developing an AI-based tool to detect and anonymise personal data in judicial decisions, complying with the latest publication standards and following open data policies. This solution scales the publishing capacity, improving their processing and analysis by the legal, scientific and academic communities. Moreover, the tool reduced the allocation of court staff to this task, allowing them to dedicate more time to higher value-added tasks, supporting judges’ decision-making and contributing to the consistency of the jurisprudence. The tool increased transparency by facilitating the publication of all court decisions, thus enabling greater access by various stakeholders, academia, and civil society.

Description: The IRN had to maintain a list of pre-approved company names, which required a daily manual creation of new ones, consuming a lot of time and resources. To overcome this constraint, the IRN, in collaboration with a Portuguese startup, created a solution based on an AI algorithm to automatically create company names, making the process much faster and more efficient. That has freed up human resources for more stimulating and higher value-added tasks, and companies now have a more comprehensive range of available names. They will soon be able to choose their name based on the economic activity(ies) they plan to exercise in a more straightforward, faster, and effective way.

Description: Nationality application processes require many documents currently delivered on paper and checked manually. This entails many hours of work for many IRN employees. With the support of a startup, IRN developed an AI-based tool that automatically validates the documents required for the nationality application. This automatic validator makes the optimisation and complete dematerialisation of the procedure possible, increasing efficiency and responsiveness given the increasing number of new requests.

PUBLIO – Virtual Assistant of the EU Publications Office
Background: the Knowledge Hub Digital (KHD) is a Technical Assistance Facility (TAF) initiative co-funded by the European Commission, with the objective of supporting the fulfilment of the EU’s global ambition of promoting a fair, inclusive, gender-responsive, green, and human-centric digital transformation worldwide. The KHD is implemented by a permanent group of Experts in e-services, digital governance, digital connectivity, digital skills and entrepreneurship, Science, Technology and Innovation (STI), and space/earth observation. It is supported by a backstopping team responsible for administrative and logistics tasks. The Project started in January 2023 and lasts for three years.
The KHD primarily assists NDICI and IPA-eligible countries, specifically emphasising Sub-Saharan Africa, the Neighbourhood, and the Enlargement regions, by providing technical assistance and policy advice to promote the implementation of the EU digital agenda and cooperation initiatives in partner countries on key digital priority areas, including: (1) Digital governance; (2) Digital economy & Connectivity; (3) Digital skills and entrepreneurship; (3) Cybersecurity; (4) Space & Earth observation; and (5) Science, Technology and Innovation (STI)
Role and responsibilities: My role as key external Expert (EE) included being responsible for contributing with expertise and knowledge on digital governance and cooperation with EU partner countries, with a focus on promoting capacity-building to benefit African countries and their diplomatic missions based in Geneva, Switzerland, to make them more actively engaged in UN Digital governance discussions, such as Artificial Intelligence.
The Assignment encompassed a large set of domains and subtopics related to the digitalisation process of countries and regions, namely (1)
